A Word of Welcome by Minister of Defence


Dear Conference Participants, 


Allow me to avail myself of this opportunity to extend to you a warm welcome and to invite you to Slovenia. I am greatly honoured that the Ministry of Defence hosts the 7th traditional International Regional Conference entitled "The Counterterrorism Challenges in Region of South-Eastern Europe" which we organise together with the Center for Civil-Military Relations in Monterey and the Embassy of the United States of America.


We live in a rapidly changing complex security environment, which presents us with serious challenges to the management of a whole range of risks to our countries and consequently also to our organizations. International terrorism, organized crime, risks related to the cyber environment, uncontrolled migration and the associated risks pose a serious threat to national and international security. Effective countering of those threats is only possible with close cooperation of various entities at the national and international levels. In the light of the above, joint efforts of experts coming from government, non-governmental, academic and international institutions are an important factor in the process of countering those risks in Europe and beyond. The very aim of the international conference is the deepening of cooperation and exchange of experiences and good practices in the field of countering those pressing threats.


The main topic of the upcoming conference is mutual cooperation and exchange of the latest knowledge and good practices in the field of managing the migration crisis and the associated security risks. The title of the conference is "Extremist Infiltration and Arms Smuggling in the Light of Migration Crisis in Europe". In terms of its topic, the conference represents a further step forward following the international conferences which took place in Slovenia in the period between 2007 and 2014. Those discussed, from various points of view, the roles and responsibilities of individual entities within the national security and international environment in the field of countering terrorism and other related threats, as well as the need for active mutual coordination and concerted action in the exchange of intelligence information. Considering the security processes and risks existing in the region, the topic of the current conference could not be more topical.
