INTERNATIONAL FIELD EXERCISE IPA SI-QUAKE 2011

Between 19 and 22 October, Slovenia will conduct the first international protection and rescue exercise referred to as IPA SI - QUAKE 2011.This exercise will include 170 rescue team members from Albania, Bosnia and Herzegovina, Montenegro, Croatia, Kosovo, FYR of Macedonia, Serbia and Turkey. The exercise sites will be located in Logatec, Postojna, Ljubljana and Kranj. Artificial ruins provide the location for search and rescue activities during a simulation earthquake.

The scenario of the exercise is based on the assumption that Slovenia was hit by a large scale earthquake and, therefore, launches a request for international assistance at the bilateral level and through the European Union Civil Protection Mechanism, asking for urban search and rescue (USAR) capacities.

The exercise is a practical continuation of the Table-Top Exercise which was conducted this year in Bled. The purpose of this event was to exercise the activation of the European Union Civil Protection Mechanism, the cooperation between the institutions of the beneficiary countries and the Monitoring and Information Centre (MIC), the cooperation of the USAR team management of the beneficiary countries with the EU team as well as the cooperation of the Slovenian state and regional Civil Protection headquarters.

 

The participants exercised the requesting for assistance, adoption of a request for assistance, arrival of the USAR team management in Slovenia through the Reception and Departure Centre (R/DC) and the coordination of the operation through the On-Site Operations Coordination Centre (OSOCC).

The exercise was organised by the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (ACPDR), in cooperation with the Croatian National Protection and Rescue Directorate, the German Federal Agency for Technical Relief (THW) and the Swedish Civil Contingencies Agency (MSB).

EXERCSIE LOCATIONS ARE READY

Seven exercise locations were prepared in Slovenia for around 200 rescue team members to exercise earthquake rescue, relief and emergency care between 19 and 22 October. The exercise locations are artificial ruins of various facilities, such as a destroyed village and factory in Logatec, a hospital in Postojna, various industrial facilities in the industrials area of Kranj, destroyed stables and a destroyed railway infrastructure in Ljubljana and its surroundings. USAR teams from Slovenia and similar units from Albania, Bosnia and Herzegovina, Montenegro, Croatia, Kosovo, FYR of Macedonia, Serbia and Turkey will use various urban rescue techniques in ruins, where around 90 dummies have been buried and around 100 simulated victims will pose as injured or panicking persons. The exercise locations provide the areas of operation for the first international protection and rescue field exercise in Slovenia – »IPA SI - QUAKE 2011«

The exercise is based on the assumption that central Slovenia has been heavily hit by a large scale earthquake, in which according to first estimates 10,000 facilities are destroyed, 25,000 persons are heavily injured and 50,000 persons are endangered and homeless. Due to the scope of the catastrophe, Slovenia launches a request for international assistance through the EU Civil Protection Mechanism, asking particularly for USAR teams.


Eight teams from Albania, Montenegro, Croatia, Kosovo, FYR of Macedonia, Serbia and Turkey as well as observers from Bosnia and Herzegovina will arrive in Slovenia to participate in the exercise. The each team will be composed of 20 members. In addition to foreign specialised rescue teams, the exercise will include Slovenian units specialized for this area, trainers, observers and evaluators of the Croatian National Protection and Rescue Directorate, the German Federal Agency for Technical Relief (THW) and the Swedish Civil Contingencies Agency (MSB).  This exercise is organised by the consortium of Croatia, Germany, Sweden and Slovenia.

The Base of the Operation is located in Logatec, at the Civil Protection and Rescue Centre, where around 3000 participants will be accommodated. For the around 1000 rescuers, the German Federal Agency for Technical Relief  in cooperation with the Swedish Civil Contingencies Agency will set up 45 heated tents. The Slovenian Civil Protection will test the Slovenian Host Nation Support system. The event will include local fire-fighting units, national Civil Protection units, supervisors, evaluators and trainers.

 

The »IPA SI - QUAKE 2011« if funded by the European Union and is part of the assistance earmarked for the development of Civil Protection in the Western Balkans and Turkey for the event that it will be necessary to request for international assistance and solidarity during large natural and other disasters in South-Eastern Europe.
